Sorcerer is an addon for Mysticism - A Magic Overhaul that introduces two new crafting tables to the game: a scroll enchanter and a staff enchanter. When using the SV Mod Menu, now you need to ask Nelacar at the Frozen Heart Inn for permission to use his enchanter.

I excluded Urag in the Arcaneum and the Archmage because if you are a member of the College, why should you have to pay them to use those enchanters?
